Community Water Irrigation Proposal | Kondoa Irangi Cultural heritage and Environmental Conservation Organization (KICHECO)      

Moshi would like to start a broad range of programs that reflect environmental dynamics, as well as the social, economic, and ecological implications they reveal.

Moshi R.Changai was born in Kondoa  - Dodoma region, Rangi by Tribe. In 2001 he guided tourits in various National Parks through various campanies, until when decided to start bring tourist in Kondoa home town Village this is for local Communities as they get money and present directly.

In 2003 appointed by Tanzania Tourist Board (TTB) branch office in Arusha to be a Co ordinator for Kondoa Irangi Cultural tourism Programme.

Now working between Arusha and Kondoa, several numbers of tourists visited Kondoa atrraction ares through this programme. The following are various schedule highlghts programme for the tourists such as:

  • Kolo rock paintings (Ancient art)
  • Visiting local Communities (Tradition and Customs) and their daily activities
  • Local dispensary
  • Community water sources
  • Primary Schools
  • Traditional dances and healers
  • Local honey harvesting and adventure
  • Walking Safari and bird watching
  • Cycling tour
  • Traditional birds trapping (Crops destroyer) such as Evelia qualea

Local Communities, Sori and Kelema primary schools pupils enjoying the fruits through Kondoa Irangi Cultural tourism Programme, this either direct or indirect by the tourists who visited in the area.

Some of the presents obtained are School desks, Balls, Clothes, cash money for other Community development and other school facilities such as crayons, chalks, ball pens and exercise books.

COMMUNITY WATER IRRIGATION PROPOSAL

Project name: Community water Irrigation scheme.
Project location: Dodoma region, Kondoa district
Project duration: One year, 15th July, 2006 – June, 2007

Summary
From May to January Its dry season in Dodoma region - Kondoa district, due to global warming. Last year several parts of Tanzania faced long doughtiness, this area is among the dry area which receives very les rain through out a year.  Due to the above reason most of the people in the area mentioned can not participate in Agricultural activities fully throughout of the year due to unexpected rainfall.

The targeted Communities are poor, because of less purchasing power they have, women also use lot of time for water searching and therefore less time to participate on development issues and men used most of their time to play local games and also some time sitting idle ( nothing to do)

The purpose of this Irrigation Project scheme is to fight against poverty, instead of depending on unpredictable rainfall. Now local Communities will depend on this project, the project will enable them to harvest more twice extra per year-once in every three months.

The Organization aim to have five phases, but for phase one, stars with Sori Village. But we plan to have the same project for other three Villages remained (Each Village consist a phase), Villages remained are Kolo Village, Mongoroma Village Kelema – Balai Village and Masawi Village

Other Villages around the Project will use the Project as the studying area, this will be an example to be mimic for other Villages around the Project area as other Village in Tanzania will have an experience which they have never before.

The Project will start with 20 hectares which will employee 50 persons. The following are crops which wiil be planted. Maize, Onions, Tomatoes, Green Peppers, Water Melons, Carrots and general vegetables those are economic viable.

Usually local communities spends less than $ 1 per day. After the project we expect the spending will range between $ 1 - $ 1.5 per day. The project will increase Communities’ income earning, this will enable them to get three meals a day, not only that but also to meet their daily cost such as buying medicine, pens, exercise books, school uniforms and etc

Agriculture is the back bone of Tanzania’s economy. It is the largest employer of labor in Tanzania, accounting for over 75% of the country’s total employment. Statistics show that agriculture contributes over 47% of the country’s national output (GDP) and accounts for over 41% of foreign exchange.

The transformation of agriculture is considered to be essential for accelerating Tanzania’s socio – economic development, including reduction of poverty through creation of employment.

Around 80% of Tanzania most who are poor and solely depend on subsistence agriculture, live in rural areas. There should be deliberate effort to encourage the youth who are increasingly flooding in urban centers because of lack of favorable conditions for them to engage in agricultural activities.

Tanzania can create more than 28,000 jobs annually if investment in Agricultural development proposed in the National Strategy for Growth and Reduction of Poverty (NSGRP) based Millennium Goals (MDGs) are put in place.

This creation of job is linked at with the operational targets of reducing unemployment from 12.9% in 2000/01 to 6.9% in rural areas as contained under cluster one of developed out of consultative process in review of Poverty Reduction Strategy (PRS) growth and Reduction of poverty income. If greater land is brought under irrigated agriculture and agro – processing plants are developed, additional jobs will be created through the agriculture sector. NSGRP is putting more emphasis on crosscutting issues like unemployment, HIV/ AIDs, malaria, gender, good governance and environment.

The nation’s water policy targets are to raise the proportion of rural population that has access to safe and clean water from 53% to 65% by June 2009 and for the urban population in the same period from 73% to 90%. To improve water supply in sustainable manner, the organization has to plan and encouraging rural Communities to establish Village level water committees and subsequently to create Village water funds for the management of finances for operational and maintenance of rural water supply and irrigation schemes by communities.

Tanzania’s leading concept for implementating water supply systems in rural areas. However, plans for rural and urban water supply and sewerage services are only achievable if secure water rescues are available, protected and used sustainably. The are cases where pastoralists and farmers have invaded riverbeds leading to destruction of ecosystems and water supply to dams feeding hydropower generation plans.

Environmentalists, for example, blame the current drought experienced in East Africa on uncontrolled felling of trees that has disturbed climatic trend.
The Millennium Development Goals (MDGs) agreed by the UN members countries in 2000 include a target of having the proportion of people without safe drinking water by 2015.

The document declared that water and sanitation serves must be considered top priority in development policies, and that continued effort and follow – up are necessary to meet the goal of people worldwide without access to these crucial services

Note: $ 323 already funded. $41,500 remains This amount is up to getting the water Source (Drilling of borehole) and Project running cost

Kondoa Irangi Cultural heritage and Environmental Conservation Organization (KICHECO)

Kondoa Irangi Cultural Heritage and Conservation Organization ( KICHECO) is non for profit, non – political, non – religion, non – governmental organization based in Kondoa district in Dodoma region in Tanzania, officially was established in 2006

KICHECO  acts as a local organization which works to empower marginalized Communities to participates and benefited from the natural resources wealth through attaining environmental Conservation awareness and sustainable livelihoods

Objectives

KICHECO’s general objectives is to facilitate process that supports development of local communities based on self – initiatives to influence environmental and social – economic issues in grassroots level for poverty reduction.

The specific objectives are:

  1. To conserve environment and support income-generation activities which increase economic empowerment among the poor and marginalized communities by establishing and strengthening environmentally groups among the marginalized groups of small producers, small traders and Pastoralists, Hunters and Gatherers (PHG)
  2. To build Rangi cultural centre where historical information are gathered, and to attract cultural tourism. To create community awareness on traditional services or custodians of cultural heritage and to record them in printed or electronic form for the communities’ sustainable development and also for the future generation heritage
  3. To promote sustainable livelihoods through creating knowledge and understanding about appropriate technology among the small producers and pastoralist, Hunters and Gatherers (PHG) to increase economic empowerment and minimizing rural – urban migration
  4. Building capacity of small producers, small traders and Pastoralist, Hunters and Gatherers (PHG) on different policies (environment, tourism, agriculture, marketing, trade and investment  policies) for the poverty reduction
  5. To encourage students (College and University) from local and abroad to volunteer and do various research that are focusing on community problems. To promote north – south students inter cultural exchange programme
  6. To raise funds for the purposes of the Organization on such terms as are compatible with the autonomy of the Organization and within the spirit of its social and educational objectives
  7. To organize and sponsor conferences, seminars, workshops meetings and such other for a with a view to promote the social and educational objects of the Organization
  8. To promote mainstreaming gender and HIV/AIDS as cross cutting issues and protection of marginalized groups (women, children, youth, elders) among the poor in the communities
  9. Finance and Administration Department-It Coordinates all the finances grants as well as international administration

Programmes

Kondaa Irangi Cultural Heritage and Environmental Conservation (KICHECO), guided by a 3 year programme outlines detailing activities to be undertaken every year.
   
1. Kondoa Irangi Cultural Tourism Programme.
The objective of this Programme is to bring tourists from local and abroad to visit Kondoa cultural attraction areas such as:-

  • Kolo rock paintings(Ancient art)

Note: This tour is not made for tourists’ attraction

2. Environmental Conservation Programme

Objective of this programme is to conserve environment which will lead to attain earlier situation. Also this programme support income generation activities which increase economic empowerment among the poor and marginalized Communities by establishing and strengthening environmentally groups among the marginalized groups of Small producers, Small traders and Pastoralists, Hunters and Gatherers(PHGs).The activities to be implemented within this programme are mainly three namely:

  • To create Communities awereness and empower them by creating knowledge and skill on environment
  • Mobilization of Communities on  trees planting through introducing Community group nursery seedling plants
  • To create knowledge and skill on modern livestock herd for economic viable and also to reduce soil erosion

3. Cultural Heritage Programme
Cultural Heritage Programme takes the view on traditional services or custodians of cultural heritage and to record them in printed or electronic form through Rangi Cultural Center where historical information are gathered for Communities sustainable development. Also this programme aim to build Rangi cultural center museum where traditional and customs for Rangi tribe and neighbor tribes, historical information and equipment where gathered for future generation.

Project management

The Project involves managing a team of people with a wide range of knowledge and skills. The project of team must work in a co – coordinated manner to accomplish the tasks

The management responsibilities are assigned as follows.

  • Project coordinator (KICHECO Executive Director) – Negotiating, Planning, Controlling, evaluating.
  • Project Manager ( KICHECO) Programme Manager) – Contracting, Servicing, bookkeeping recording, reporting
  • Process Support Experts
  • Community Training Expert
  • Hired facilitators

Stakeholders

The primary stakeholders are Communities in two Villages of two wards in one district.

KICHECO is conscious that this project requires involvement of different people and institutions to implement different aspects as well as sustainable advancement of the Project. To achieve wider stakeholder involvement, KICHECO wishes to recognize the following stakeholders
The other key stakeholders are;-

  • Local leadership with local government authorities
  • Civil Society Organization ( CSOs) and Community Based Organization (CBOs) working on poverty reduction at micro and meso level
  • Sponsors.
  • The Government of Tanzania through the Ministry of water, Tourism, Agriculture and Natural Resources and Environmental Programmer
  • KICHECO staff

Involvement will be comprehensive and not necessary limited to those listed above.

Geographic focus

The reasons for choosing particular areas of focus are.

  • Existing working relationship with CBOs and Community economic groups working with grassroots Communities
  • We also wanted proximity to where we are in order to quickly respond and address field work problems
  • Doughtiness of the area

These will be achieved through community based participatory approach that involve encouraging rural communities to establish Village level water Committees for  the management and maintenance of rural water supply schemes by communities this is to ensure sustainability of the project  

METHODOLOGY

Choice of Project areas

The Project will be implemented in one district. One Village will participate in Phase one of the Project (Sori Village). The Organization aim to have five phases, But we plan to have the same project for other three Villages remained (Each Village consist a phase), Villages remained are Kolo Village, Mongoroma Village Kelema – Balai Village and Masawi Village. Other Villages around the Project will use the Project as the studying area, this will be an example to be mimic for other Villages around the Project area as other Village in Tanzania will have an experience which they have never before.

The average population of Village in Tanzania is between 3,000 – 5,000 people. The Villages where the Project will be center for administrative purpose. Several Villages are then group together to form a ward administrative unit. Several Wards form a division and all division form one district

District selected for this Project is Kondoa (Dodoma region). This district has diverse population facing a variety of social and economic challenges. The population profile range from Smallholder agricultural rural villages, tourist attraction areas such as ancients rock paintings, natural water spring, Pastoralists Communities traditional believes and customs  and urban poor.

In the Project area, KICHECO will assists Village government and Community leader to identify Village level water committees and subsequently create Village water fund for the management of finances for operational and maintenance of rural water supply scheme irrigation by the communities this to assure the sustainability of the Project. To identify Village level water committees of people for each sub- villages. The Committees selected will be gender sensitive and include different people of different age group. These Committees will be trained in facilitation skills and coordination and management skills and community discussion and as well as entrepreneurship skills.

All committees will work with other local groups that are addressing similar issues related to livelihood opportunities. These local groups that are primarily Communities Based Organizations (CBOs) have the potential to sustain community based action independently of external support.

 4. The budget of Communities training (knowledge and skill) on how to get high yield and marketing skill during the project period (Budget of this not included in this proposal).
    
5.   The cost of Topographical survey, Geographical survey and Drilling of borehole are fixed and included all other cost such as transportation costs, consultancy cost,etc

PHASE 3: Project running
This phase keeps the project up and running. The members of the community are employed and educated on how to keep this up and running.
